Erol ÖZTÜRKOĞLU

Chairman / General Manager of HDI Fiba Emeklilik

Upon completing his studies at Yıldız Technical University, Department of Mathematics, Öztürkoğlu got his master's degree on Insurance at Marmara University and on Actuary at Bahçeşehir University.

Starting his career in insurance sector in 1996, Öztürkoğlu served in various positions at Garanti Sigorta A.Ş. and Emeklilik ve Hayat A.Ş. Following his position as Technical and Actuarial Unit Manager at Garanti Emeklilik ve Hayat A.Ş., he started to work as the Company's Assistant Managing Director in charge of Financial Affairs, in addition to Technical, Operations and IT Responsibility at Fiba Emeklilik ve Hayat A.Ş. as of November 26, 2012.

He was appointed as the Chief Executive Officer of Fibaemeklilik as of 01.02.2017. He has been working as Chief Executive Officer of HDI Fibaemeklilik as of January 2023. He is also a member of Management Committee of Insurance Information and Monitoring Center.

Ahmet YAŞAR

Member / President of the Insurance Association of Turkey

Ahmet Yaşar began his professional career in 1983 in Ankara with the Hürsöz newspaper, which he published, engaging in journalism and representative activities. While continuing his education, he attended Ankara Atatürk High School and then the Department of International Economics at Gazi University, graduating in 1990.

Yaşar, who entered the insurance industry in 1989 with Çağ Insurance Agency, continued his professional career in 1992 at Merkez Sigorta as a claims and technical specialist. A year later, after being assigned to Adana as Regional Manager for Southern Anatolia, he focused on his career in insurance. He later served as Central Anatolia Regional Manager at Universal Sigorta and as Anatolia Regional Manager at EGS Sigorta.

Ahmet Yaşar joined İhlas Sigorta as a Coordinator in 2003 and assumed the role of Deputy General Manager following the company’s integration into HDI Sigorta. During this period, he played an active role in developing pioneering applications in the field of online insurance, as well as product models that are now referred to as “embedded insurance” in Türkiye.

Yaşar, who served as the founding CEO of Sigortayeri Sigorta ve Reasürans Brokerliği A.Ş. from 2013 to 2015, led major projects in the fields of online and corporate insurance brokerage.

Ahmet Yaşar, who played an active role in the establishment of Quick Sigorta a project carried out under Maher Holding beginning in 2015, later served as General Manager and a member of the Board of Directors at both Quick Sigorta and Corpus Sigorta. He currently serves as Chairman of the Maher Holding Insurance Group and Acting General Manager of Corpus Sigorta; he also holds board memberships at various levels within the group’s companies.

Yaşar, who also plays an active role in professional and industry-specific civil society initiatives, was elected Chairman of the Board of Directors on April 8, 2026, at the Insurance Association of Türkiye, where he has served on the board for the past three terms. He also continues to serve as Vice Chair of the Board of Directors of the Insurance Arbitration Commission and as a member of the Management Committee of the Insurance Information and Monitoring Center.

Serdar KUTLUER

Member / Head of Department at the Insurance and Private Pension Regulatory and Supervisory Authority

In 2006, Serdar KUTLUER completed his undergraduate degree in Finance at Dokuz Eylül University and completed the Banking School at Ziraat Bank in 2007. He worked as a Financial Analysis and Intelligence Specialist at the same bank until 2012.

Between 2012 and 2020, he worked as an Insurance Supervision Specialist at the (abolished) Insurance Supervisory Board and conducted regulatory compliance audits at various insurance companies. With the establishment of the Insurance and Private Pension Regulatory and Supervisory Authority (SEDDK), he served as Group Head of the Supervision and Reporting Department since 2021, and was appointed as the Head of the Information Technologies and Data Management Department in 2022 and as the Head of the Audit-2 Department in 2023.

Serdar KUTLUER, currently serving as the Head of Department responsible for "Oversight and Reporting", "Information Technologies" and "Data Management" functions, has been serving as a member of the Insurance Information and Monitoring Center Management Committee since August 2024.

Tahir Emre ARDAL

Member / Deputy Vice President

Tahir Emre ARDAL completed his bachelor’s degree in Public Administration at the Faculty of Political Sciences at Istanbul University. He began his career at T.C. Ziraat Bank A.Ş. in 2006. In 2007, he was appointed to the position of Assistant Tax Auditor at the Revenue Administration of the Ministry of Finance of the Republic of Türkiye. Following his successful completion of the qualification exam, he was appointed as a Tax Inspector pursuant to Decree Law No. 646, published in the Official Gazette dated July 10, 2011, and numbered 27990. He completed his master’s degree in the Department of Finance at Sakarya University in 2012.

From 2015 to 2017, he served as Deputy Group Director at the Tax Audit Board’s Anatolia Group Directorate (Istanbul), and from 2018 to 2020, he served as Group Director at the Tax Audit Board’s Şanlıurfa Group Directorate (Şanlıurfa, Siirt, Şırnak, Mardin). He was appointed to the position of Chief Tax Inspector by Presidential Decree No. 2021/529, published in the Official Gazette No. 31661 on November 16, 2021.

In 2021, he was appointed to the Life and Health Insurance Regulation Directorate of the Insurance and Private Pension Regulation and Supervision Agency (SEDDK) by ministerial decree. At the Life and Health Insurance Regulation Directorate of the Insurance and Private Pension Regulation and Supervision Agency; he first served as Group Head responsible for financial affairs in the Directorate of Administrative Services, and after serving as an Advisor starting in 2022, he was appointed as Deputy Chairperson of SEDDK effective September 13, 2024, with responsibility for the Directorates of Administrative Services and Information Technology and Data Management, and he continues to serve in this capacity. Tahir Emre ARDAL, who also serves as a member of the General Assembly of the Tax Council in his capacity as an institutional representative, has continued to serve as a member of the Management Committee of the Insurance Information and Monitoring Center as of April 2026.

Serkan AVCI

Member / CEO

Serkan AVCI began his career at Ege Seramik after completing his undergraduate studies in computer engineering at Ege University in 1998. He participated in the bank's branch transformation initiative while working in the technology department of Yapı Kredi Bank in 2001. In 2005, he shifted to the insurance industry and joined Aksigorta. He began his employment with the Aksigorta Information Technologies team as the Special Programs Manager, and after taking on a variety of responsibilities in the organization's technological transformation projects, he was assigned the position of Information Technologies Group Manager. He was the Assistant General Manager in charge of Systems, Infrastructure, and Applications at Ergo Bilişim in 2010.
Thereafter, as CIO at Aviva Sigorta, he coordinated the business's technology transformation. As Assistant General Manager in charge of the CIO and E-PMO roles in Groupama Insurance and Hayat Emeklilik in 2015, he conducted infrastructure and strategic digital transformation projects.
Serkan Avcı, who most recently served as Gulf Sigorta's Assistant General Manager in charge of Information Technologies from 2019 to 2022, managed the organization's technology renewal and mobile application projects. He is still serving in this job as the Center Manager of the Insurance Information and Monitoring Center.
