Erol ÖZTÜRKOĞLU

Chairman / General Manager of Fiba Emeklilik

Mr. Öztürkoğlu who completed his education in the Mathematics Department of the Yıldız Technical University studied for the master degree with regard to Insurance in the Marmara University and with respect to Actuary in the Bahçeşehir University subsequent to his graduation. Mr. Öztürkoğlu who commenced his career in the insurance sector in 1996 worked in various positions in Garanti Sigorta A.Ş. and Garanti Emeklilik ve Hayat A.Ş.. Subsequent to his duty performed as the Technical and Actuary Unit Manager of Garanti Emeklilik ve Hayat A.Ş., he was assigned as the Technical, Operation and Information Processing Responsible Person and in addition to this as the Deputy Director General of the Company who was responsible for the Financial Affairs as of 26 November 2012. Mr. Öztürkoğlu who has continued to hold the position of General Manager of Fiba Emeklilik since 01.02.2017 is also performing duties in the Management Committee of the Insurance Information and Monitoring Center.

Mehmet VERİM

Member / Vice Chairman of the Insurance and Private Pension Regulation and Supervision Agency

Mehmet VERİM, who received his degree in political science from Istanbul University's faculty in 1991, began working at the Undersecretariat of Treasury Insurance Auditing Board in 1993 as an Assistant Insurance Auditing Specialist. After passing the Board's proficiency test in 1997, he was appointed as Insurance Auditing Specialist by Joint Resolution. On a temporary assignment by the Undersecretariat of Treasury to conduct research, he was sent to the United Kingdom for 3 months on "Risk Analysis" in 1997, "Technical Provisions" for 3 months in 2003, and to the United States for 6 months on "Group and Group Based Audit" in 2013. Representing the Undersecretariat of Treasury for 5 years, he served as a member of the board of directors at Inter Sigorta AŞ between 2000 and 2005. Between 2007 and 2011, he served as the Istanbul Group Chairman of the Insurance Supervision Board of the Prime Ministry Undersecretariat of Treasury of the Republic of Turkey for 5 years. He took part in the Committees for Preparing Legislation, Report Reading, etc. (in the field of insurance, PPS, reinsurance) established with the approval of the undersecretary, during the Prime Ministry Undersecretariat of Treasury, He was appointed as the Insurance Specialist to the said Board on 15/09/2020, with the establishment of the Insurance and Private Pension Regulation and Supervision Agency (SEDDK) on 05/06/2020 He was appointed as Advisor to the President in June 2021 and Vice President in August 2022 at SEDDK. During the Presidential Advisory period, he also served as a member of the Report Reading Committee.
Representing SEDDK, since July 2021, he has been a Member of the Board of Directors and Deputy Chairman of the Turkish Motor Insurance Bureau and since July 2022, a Member of the Board and Chairman of the Insurance Arbitration Commission.

Fatma Ebru GENÇOSMANOĞLU

Member / Vice Chairman of the Insurance and Private Pension Regulation and Supervision Agency

Having graduated from Ankara University, Faculty of Political Sciences, Department of International Relations in 1994, Gençosmanoğlu started to work as an Assistant Specialist in the Insurance General Directorate of the Republic of Turkey Undersecretariat of Treasury (currently, the Ministry of Treasury and Finance) in 1996. Between 2000-2002 with a government scholarship, she received a master's degree from the University of Illinois, Department of Finance, Urbana-Champaign, USA. In addition; she completed her master's thesis in Ankara University, Institute of Social Sciences, Department of Economics in 2007. She took part in regulating the legislation on both non-life insurance and life insurance, monitoring the implementation, providing the necessary updates and ensuring coordination with the relevant stakeholders. She was appointed as a Member of the Board of Trustees Account between 2004-2006 and as a Member of the Actuarial Exam Organizing Committee between 2010-2021, as the representative of the Ministry of Treasury and Finance of the Republic of Turkey. She worked as a project member or project manager in studies such as the establishment of the Natural Disasters Insurances Authority, the establishment of the Insurance Information and Monitoring Center, the execution of the Actuarial Project to meet the actuarial needs of our Country, and the preparation of the First National Mortality and Morbidity Tables. In 2020, she served as the Employee In Charge during the establishment process of the Insurance and Private Pension Regulation and Supervision Agency. By transferring her knowledge and experience in the field of insurance to the young people with the courses she gave at Ankara Hacı Bayram Veli University, School of Banking and Insurance between 2016-2022, endeavored to provide a qualified workforce to the insurance and private pension sectors. Gençosmanoğlu, who was among the first assistant specialists to be employed after the establishment of, with its former name, the General Directorate of Insurance in the Undersecretariat of Treasury of the Republic of Turkey, on 05/09/2022, started to work as the Vice President of the Republic of Turkey Insurance and Private Pension Regulation and Supervision Agency.

Uğur GÜLEN

Member / General Manager of AkSigorta

Gülen, who completed her undergraduate education at the Department of Industrial Engineering at Middle East Technical University, completed her master's degree in the same department in 1991. Gülen, who started her career in 1991, has held various positions at Interbank, Denizbank, Ak Internet and MNG Bank. She served as Assistant General Manager at Ak Emeklilik and AvivaSA Emeklilik ve Hayat A.Ş. between 2004 and 2009. She has been working as the General Manager and Board Member of Aksigorta since May 2009.

Serkan AVCI

Member / CEO

Serkan AVCI began his career at Ege Seramik after completing his undergraduate studies in computer engineering at Ege University in 1998. He participated in the bank's branch transformation initiative while working in the technology department of Yapı Kredi Bank in 2001. In 2005, he shifted to the insurance industry and joined Aksigorta. He began his employment with the Aksigorta Information Technologies team as the Special Programs Manager, and after taking on a variety of responsibilities in the organization's technological transformation projects, he was assigned the position of Information Technologies Group Manager. He was the Assistant General Manager in charge of Systems, Infrastructure, and Applications at Ergo Bilişim in 2010.
Thereafter, as CIO at Aviva Sigorta, he coordinated the business's technology transformation. As Assistant General Manager in charge of the CIO and E-PMO roles in Groupama Insurance and Hayat Emeklilik in 2015, he conducted infrastructure and strategic digital transformation projects.
Serkan Avcı, who most recently served as Gulf Sigorta's Assistant General Manager in charge of Information Technologies from 2019 to 2022, managed the organization's technology renewal and mobile application projects. He is still serving in this job as the Center Manager of the Insurance Information and Monitoring Center.
