Serkan AVCI

CEO / Chairman of Executive Committee
Serkan AVCI began his career at Ege Seramik after completing his undergraduate studies in computer engineering at Ege University in 1998. He participated in the bank's branch transformation initiative while working in the technology department of Yapı Kredi Bank in 2001. In 2005, he shifted to the insurance industry and joined Aksigorta. He began his employment with the Aksigorta Information Technologies team as the Special Programs Manager, and after taking on a variety of responsibilities in the organization's technological transformation projects, he was assigned the position of Information Technologies Group Manager. He was the Assistant General Manager in charge of Systems, Infrastructure, and Applications at Ergo Bilişim in 2010.
Thereafter, as CIO at Aviva Sigorta, he coordinated the business's technology transformation. As Assistant General Manager in charge of the CIO and E-PMO roles in Groupama Insurance and Hayat Emeklilik in 2015, he conducted infrastructure and strategic digital transformation projects.
Serkan Avcı, who most recently served as Gulf Sigorta's Assistant General Manager in charge of Information Technologies from 2019 to 2022, managed the organization's technology renewal and mobile application projects. He is still serving in this job as the Center Manager of the Insurance Information and Monitoring Center.

Salih TAŞYON

Head of Insurance Fraud Bureau of Turkey /
Mr. Taşyon earned his bachelor’s degree in Chemistry at Yıldız Technical University, Mr. Taşyon completed his postgraduate degree in Business at School of Business Economics at Istanbul University.


He completed the Casualty and Motor Insurances department at the Turkish Insurance Institution. He attended a wide range of personal development trainings as part of the management trainee program offered by the Sabancı Holding.
He started his professional career as a quality control engineer at Pepsi. He worked in Aksigorta as an account representative and then he worked there for a total of 15 years at Agencies Marketing, Istanbul First Regional Directorate Office and Claims Directorate, he held executive positions during 9 years of that period. In 2013, he joined Zurich Sigorta as Motor Claims Manager.
In 2015, he was appointed as the Director of SISEB (Insurance Fraud Bureau), which was established under Insurance Information and Monitoring Center, and he is still officiating as the Director.
Since March 2018, he is also performing duties in the ACFE TURKEY - USİUD (Association of Certified Fraud Examiners) as a board member.

Erkan ŞEN

Insurance Industry Solutions Development Director /
Mr. Şen holds a degree in Computer Programming at Ege University.
He is holding the certifications of self improvement Consulting, ITIL Foundation and COBIT.
He started his career as a Specialist in Information Technologies at GIC Dunya Sigorta A.S.(Bayindir Sigorta). Afterwards, he worked as an Assistant Manager at Batı Sigorta A.Ş.As a Systems Analysis Manager in Zurich Sigorta, he carried many projects in the fields of Banks, SBM (Insurance Information and Monitoring Center) and Insurance for many years.
He started to work as an Analysis Manager at SBM in 2017. As of July 2018 he has been working as an Insurance Solution Development Director.

İbrahim GÖKALP

Director of Technology Operations /
Mr. Gokalp completed his BSc in Computer Engineering at the Ege University and his Master’s degree in Business Administration (MBA) at Yeditepe University. He started his career in 1995 as a Software Development Engineer at Intertech. Later, he worked as Senior Software Development Engineer and Project Manager at Oyakbank and Yapi Kredi Bank, Senior Software Consultant at BilgeAdam Technology, and Manager in Network, CRM, Call Center, Mobile Sales Solutions and Healthcare Solutions departments at Turkcell Superonline and Turkcell Technology Research and Development. As of July 2021, he joined the Insurance Information and Monitoring Center and is currently working as Director of Technology Operations.

Yusuf ÖZER

Information Security Director /
Mr. Özer completed his undergraduate degree in Computer Engineering at the Boğaziçi University. He started his professional career at Fortis Bank as Application Management Assistant Manager. Then, respectively, he worked for Akbank as the System Architect, for TTNET as the Application Manager, and for Ayrotek as the Head of IT Services and Sales. In addition to his professional career, he completed the Leadership School program at the Bilgi University and he worked as a guest lecturer at Medipol University. As of July 2018, he joined the Insurance Information and Monitoring Center and assigned as a Director of Director Information Security .

A.Onur AKDOĞAN

Internal Audit Senior Manager /
Mr. Akdoğan holds a bachelor’s degree in Business Administration (Faculty of Economics and Administrative Sciences) at Marmara University in Turkey and MBA degree in Global Business Leadership and Financial Management fields at Johson and Wales University in USA. He started his career in 2009 at Ankara Sigorta. He has been involved in the establishment of the Internal Control and Risk Management Department and has served in various positions under the Internal Audit Department. Between 2011 to 2018 he served in various positions under the Internal Audit Department at Ergo Sigorta. He took an active role in the projects like governance etc. and provided consultancy support as well. As of March 2018, he joined Insurance Information and Monitoring Center and he currently works as Internal Audit Senior Manager.
