karar verirken, ilgili “white paper”ların çok iyi
incelenmesi gerektiğini ifade ettiler, bazı yatırım
örneklerinden bahsettiler.
Öğleden sonraki program Prof. Vedat Akgiray
moderatörlüğündeki “Blok Zinciri Hangi Sektörleri
Nasıl Etkileyecek” başlıklı panelle başladı.
Panelde en dikkat çekici konu, BKM bünyesinde
geliştirilen pilot blockchain uygulaması “Keklik”ti.
Yapılan demoda, ortak bir dijital cüzdan ile farklı
dükkanlarda yapılan alışverişler örneklendi.
Sonrasında, yazar Ahmet Usta, “Blockchain
Felsefesi: İnsanlık Tarihinin Ortak Problemine
Dijital Çözüm” başlıklı sunumunda, paranın
tarihçesinden başlayarak dijital paraların
gelişimini özetledi. BKM sponsorluğunda yazdığı
Blockchain–101 isimli kitabı tanıttı. Konu hakkında
Türkçe kaynak arayanlar, e-kitap olarak .

indirebilirler. Devamındaki sunumlarda en ilgi
çekici detaylardan biri, Bitcoin transferinde bir
işlemin 2.5 dolara mal olduğu idi. Bunun çok
yüksek bir tutar olduğundan hareketle geleceğin
nasıl şekilleneceği ile ilgili soru işaretlerine
değinildi. Bir başka problemli noktanın da yapılan
işlemlerin ya çok düşük tutarlı deneme işlemleri
ya da çok yüksek tutarlı, yasallığı sorgulanabilir
işlemler olduğu anlatıldı. Öte yandan, blockchain
teknolojisi ile kayıtlar üzerindeki değişikliklerin
izlenebilirliğinin, kişisel verilerin korunmasında
ve dijital oy kullanımında yarar sağlayabileceği
ifade edildi. Dünya vatandaşlığı ve dijital milliyet
kavramlarının tartışılmaya başlanmasıyla beraber,
yönetim sistemlerinin etkileneceğine değinildi.
Estonya’nın e-resident programı ile mekandan
bağımsız olarak girişimci vatandaşlık programını
uygulamaya koyduğu anlatıldı. Tarımdaki
uygulamalardan verilen bir örnekte ise, IBM
veWalmart işbirliğinde geliştirilen blockchain
projesi ile bir bitkinin üretim kaynağı ile ilgili
bilgilerin bulunmasının 6 günden 2-3 saniyeye
düştüğü ifade edildi. Güvenlik tarafında belirtilen
en dikkat çekici nokta, ev ve iş bilgisayarlarının
korsanlar tarafından ele geçirilerek, dijital para
madenciliği için kullanılmasının yaygın bir saldırı
nedeni haline geldiği idi. Etkinliğin son ve belki de
en etkili sunumu Boğaziçi Üniversitesi Bilgisayar
Mühendisliği öğretim üyelerinden Prof. Dr. Can
Özturan’ın, “Akıllı Kontratlar” başlığı altında
yaptığı sunumdu. Günün en teknik öğretici

mentioned thereafter. The afternoon program started
with the «Which Industries Will be Affected by
Blockchain» panel moderated by Prof. Vedat Akgiray.
The most interesting subject of the panel was «Keklik»
which is a pilot blockchain application developed by
BKM. The demonstration that took place showed us
the shopping examples from different stores using a
common digital wallet.Following, the author Ahmet
Usta performed his presentation of «Blockchain
Philosophy: A Digital Solution to the Common Problem
of Human History». Usta started from the history of
money and summarized the development of the digital
currencies. He also presented his book named
«Blockchain-101« written under the sponsorship of

details in the subsequent presentations was the fact

Considering that this figure is a high cost, the question
marks asking how the future would be shaped in
relation with such costs are addressed. It was stressed
that another problematic point is the transactions
performed have been whether very low figure trial
transactions or very high figure transactions with legal

blockchain technology would enable the traceability of
the amendments in the records and this would provide
benefits for the protection of the personal data and
