With the Bylaw for Appointment of Insurance Experts, the Expert Appointment and Monitoring System (EKSIST) has been updated.

As per the provisions of the "Bylaw for Appointment of Insurance Experts" dated 25.08.2015 and numbered 29456 issued by the Undersecretariat of the Treasury, profound changes have been made to the expert appointment system.

Starting from 25.08.2015, expert appointment process will be based on the following flow: ​


As per the new bylaw, basic information related to expert appointments via the Expert Appointment and Monitoring System (EKSIST) are as follows:

Following issues should be taken into account during data entry in EKSİST. 

  • Identity verification by making the following fields mandatory under Atayan Iletisim Bilgileri (Contact Information of the Person Appointing): Kimlik Tipi (ID Type), TC kimlik No (TR ID number), Doğum ili (City of Birth), Doğum Yılı (Year of Birth) and Cilt No (Volume Nr).
  • Under Atayan Iletisim Bilgileri (Contact Information of the Person Appointing), when Atayan Turu (Appointer Category) is selected as Sigortali/Magdur (Beneficiary/Injured Party), ID information is verified using the Sigortali/Magdur (Beneficiary/Injured Party) information in the policy.
  • After the insurance company sends the claim file to SBM, it is possible to appoint an expert by the Beneficiary/Injured Party. Beneficiary/Injured Party can appoint an expert by selecting in every stage. In that case, expertise fee is paid by the Beneficiary/Injured Party.
  • Insurance company is required to notify SBM within 1 business day after claim notification, weather or not an expert will be appointed by the insurance company and expert information, if the insurance company will appoint an expert.
  • In case an expert is appointed by the company, the Beneficiary/Injured Party can appoint an objection expert within 3 business days after notification about entry of the expertise report in the EKSIST system.
  • In cases when an expert is not appointed by the company, the Beneficiary/Injured Party can randomly appoint an expert. In such a case, expertise fee is to be paid by the insurance company. The insurance company can appoint an objection expert within 3 business days after notification about entry of the expertise report in the EKSIST system.
  • In case no reconciliation is reached between the expertise reports by experts appointed by the insurance company and the Beneficiary/Injured Party, the Insurance Company or the Beneficiary/Injured Party may request the appointment of an arbitrator expert. Request for arbitrator expert should be made within 3 business days after the notification about entry of the most recent expertise report in the EKSIST system. Arbitrator expert fee is to be paid by the party making the request.
